It is usually considered that during most of the period of PRI dominance, Mexican presidential elections were not free and fair.
It is widely known now that the Salinas's victory in 1988 was rigged.

So, I believe the first free and fair presidential election in Mexico took place in 1994 or 2000. But we should remember that the zapatista uprising started soon after the 1994 election.

I guess 1994. There was a lot of movement towards democracy around the world in the 1989-1992 timeframe.

Maybe one before the PRI era.
Could it be 1982? The opposition seem to be just too weak and PRI hasn´t still gone full on the neolib mode (which caused its left wing to leave the party in 1988).
Not sure about 1994, with the incident of Colosio.
