He's a death penalty opponent, except in some extreme cases (treason and stuff, I think).  No wonder he opposes this law (which is never explained).  And then somehow this relates to the War on Terror?

You don't need a special death penalty for gangs murders.  It should be a universal law. Gang-related death or not gang-related death, anyone who murders someone should be considered for the death penalty.  Poor ad.
