According to the language I bolded in the bill, that's not true at all. For example, let's say the Governor were to resign on Wednesday, December 12th. The election would then begin sometime on 20th or 21st, so there would be plenty of time for absentee ballots to be counted.

Oops... thank you... it's been a long 2 weeks.

One final issue (I think/hope), I don't like the addition of "without notice" to clause 4.  The clause is not there to punish the Governor for being absent; it's there to act as an emergency provision to install someone to take action on things that need immediate action (there was language along those lines in previous versions, but we consolidated it down, thinking that Assembly oversight would be enough).

This is acceptable to me.

If it's possible, I accept the Governor's and Speaker's amendments as friendly. Otherwise, can we do a vote on them? Forty-eight hours will expire soon.

It's been almost 4 days since we had any disagreement over this. I think there's been plenty of time for all sides to think over their positions on this issue, so can we put them to a vote?

I offer this amendment:

How's this?
This wasn't added in. I'd like to see the final version of the bill before a final vote, if that's okay.

I think the final version would have those changes besides the "without notice" section.

So am I correct that this is the final version of the bill?

OK - now that we've seen the final version, I think this can go to a final vote.

Seeing no debate in over 24 hours, this is brought to a final vote.  Members will vote AYE, NAY, or ABSTAIN.  This will be a 48-hour vote.

Voting is now closed.  The AYEs are 3, and the NAYS are 1, with 1 not voting.  The AYEs have it, and the bill has passed.  The amendment is now passed on to the people for ratification.

Wait a minute... who opens the voting booth in a special election for the Governor?

I would assume the Acting Governor?

There is no acting Governor.

There can't be an acting Governor.

The only acting Governor provision is, " In the event that the Governor does not log-in to the Atlas Forum for 36 hours, then the Assembly may vote to install the Speaker as Acting Governor."

If the Governor resigns, there is no "the Governor" to have not logged in.

I urge Tmth to veto this bill due to Inks concerns are to preserve what works.

I don't veto amendments - they go directly to the public.

Inks, do you know if there is any sort of procedure or action that can be taken to prevent this from going to the public and making the necessary changes?

I would be willing to withdraw the amendment and then reintroduce it with the appropriate change, if it's not too late to do so.

You can't do that.  It'll have to be voted on by the people first.  Just get the word out not to vote yes on this.  If this were to pass, and tmthforu resigned for some reason before we passed a corrected version, we'd be in a perpetual cycle of not having a Governor.  But I'm off to work - introduce it and I'll start the process tonight.  In the mean time, make sure the citizens know to vote this down.
