* Large city
* Good 'scene'
* Not suburban or rural
* Decent climate (not too hot, not too cold)
* Tolerant yet still with a large white population

I guess yours would be Fairfax County, Virginia?  I'm not sure what its racial demographics are, though.

Fairfax County is terrible, and it's also a suburb. King County, Washington and San Francisco County both seem to fit that description.
