I think that guy needs medical help. He apparently threatened his fellow legislators multiple times, bought a gun and (possibly) intended to bring it to legislative meetings, and was generally erratic.

By winning a fractured primary for a safe Democratic district in North Vegas.

State Assembly, District 19 (Democratic)
(31 out of 31 Precincts Reporting)
[2 Year Term] [Vote For 1]
Candidate         % of Vote    Total Votes
BROOKS, STEVEN      DEM    32.69%    494
CASUTT, BRANDON      DEM    9.27%    140
HAFEN, SCOTT      DEM    24.75%    374
JACKSON, PIANGE B.      DEM    2.91%    44
SMITH, MEGHAN      DEM    30.38%    459

Followed by 2-1 margins in 2010 and 2012 generals and an uncontested primary in 2012. The stories about him going off the deep end didn't start coming until january 2013, though from  then on they came in fast.
