There is. This codifies it at the regional level in case of a change at the federal  level. I originally wrote it without knowing that, and then I had to change it to be more of a "fail safe" bill.

This is just a safeguard I believe. Section 2 clause 1 states this, so basically if federally the death penalty is ever reinstated, it will still be banned in the Northeast.

I've since discovered that the region's statute contains an additional law on the subject that conflicts with the federal constitution. I recommend using this as an opportunity to repeal and replace this antiquated law.


This bill repeals that statute.
