This is bad politics -- using the treasury to reward those districts that 'vote right' and punish those that 'vote wrong'.

JFC what is it with NC in particular that makes them so terrible? The GOP doesn't behave this way in other states, including others in the South where they're powerful

I've never figured out why our legislature is so bad. Yes, we have an extreme gerrymander and our governor can't veto redistricting, but there are plenty of other states that have a GOP supermajority legislature (even would without much gerrymandering).

This is scumbaggedy without compare. This goes way beyond cutting a bridge project from a recalcitrant individual legislator (which is bad enough). Taming it out on an entire minority party is unprecedentedly reprehensible.
