They are both despicable and have IQs lower than the height of a tooth pick, but Arpaio literally chained a woman to her jail bed during child birth and that made me sick.

AFAIK Clarke has never faked an assassination attempt on himself, or had his deputies chase a puppy into a burning building, or give a tank to Steven Segal and let him knock down the wall of some poor guy's house and kill his dog.
