I think we’d see another, more minor civil war: New York City and the former slave states would support Seymour, and the rest of the country would support Grant. Grant wins easily.

If, somehow, civil war is averted, Seymour would have to moderate and allow some Reconstruction.

It would take a 7% uniform swing just to cause a tie in the Electoral College which would give Grant the victory in the Congressional election.  Seymour winning requires a significant event that changes political events, not just butterflies.
