Yes Forest Count has a State Correction Institution with a little over 2,300 inmates,

Martin County has a Federal Prison- Big Sandy, with a little under 1,500 inmates

Appalachia, especially the coal mining areas are filled with prisons both federal and state.  When you're desperate for jobs, beggars can't be choosers.  You get a few jobs and a bump in population since they count for Census purposes. 

It also creates the illusion of rural minority communities when they really aren't.
