Be it enacted by both houses of Congress, assembled:

Section 1 (Title)
i. The title of this Amendment shall be, the "Democracy Is Not For Sale Amendment."

Section 2 (Amendment)
i. Article III§6(i) of the Fourth Constitution is amended to read as follows:

The Congress shall have the power, except where limited elsewhere by this Constitution, [. . .]
xvi. To regulate independent expenditures for political communication.

Explanation:

This amendment would overturn the ruling in Citizens United v. Federal Election Commission by allowing Congress to regulate third party spending in political campaigns.

I stole this from the House to Senate queue obviously.

This amendment overturns Citizen's United and allows for regulation of public expenditure by third party campaigns.

While I have generally been a fan of expansive bill of rights especially when it comes to the manner of free speech, I have come to the conclusion that the only answer for our situation IRL at least is for public funding of campaigns. For decades we have seen the RL Republican Party became a vehicle for special interests while its own voter's interests are left wanting for resolution. This has created a constant state of rebellion and distrust of leadership, that in turn led to the tea party (which was subsequently hijacked by extremists and special interests) and then finally to the rise of Donald Trump.

Now doubt many have ready my long effort posts on how the GOP has gone astray and I have come to the conclusion that the only way to solve this is to take money out of the equation give everyone an equal platform and then let the voters decide which candidates will serve them best. This amendment doesn't quite go that far but I think that is the naturally end result of what has to happen down the line.

Now the reason why I am using real life to advocate for this is that campaign finance is not a playable dynamic in game and thus this problem doesn't exist here obviously.
