1988?  Since most of southern Ontario is in blue, and that blue can't be that of the Bloc Quebeqois, it must be some election before the Progressive Conservatives collapsed in 1993.  I guessed 1988 becase it was the last election before 1993 and it looked like it could be that year, but it could be well before that.
