How come the GOP didn't filibuster the second stimulus?

They tied to, every republican voted against it except Olympia Snowe. Four Democrats voted against it.

So, four Democrats voted for cloture but against the final bill?

for cloture?

To end debate and put the bill to the floor for a final vote.
