What does it mean that they have agreed to ship the spent fuel back to Russia?  Is this a provision to make it harder to turn the uranium into bombs?  Won't they find a way around that?  I'm scared.  Did anyone really think that they would sit idly by while India and Pakistarn develop nukes?

Hey, there is a bright side. A lot of smart people think nukes make things more safe, not less (if they meet the minimum standard of 'deterrent'). I'm sure Kenneth Waltz is very busy.
