The Iraq War was fought because Saddam Hussein continuously defied UN resolutions, just to make that clear, because this is obviously what the question refers to.

Strongly agree, I can't see why someone would pick agree on this one, since the question contains a "sometimes" already. Either it can be justified or it cannot.

Strongly agree, because (as Gustaf said) there is "sometime" in the question. The international law allows governments to kill their own citizens, but doesn't allow interventions by other countries.
