Hong Kong. Core of the most dynamic part of the world, at the edge of the oldest and most populous civilization, and one of the economically freest places on earth. English is an official language, but not the dominant language. It satisfies everyone. Problem is, finding the space for the World Government HQ.

Realisitically, there'd be some kind of rotation policy. At present, the closest thing to the capital of the world is obiously NYC.
