Other ideas:

An island that already exists, building a new one would be too much work and money, one which would be an international territory, if it's impossible to get one from a nation, then ok, build one.

A big base in orbit of the Earth, some engineers say it would be possible to build some in which you could have a full life, a world government would be in a lot of time in the future, so it could match with the technique of the epoch...

Anyways...
