It's voter fraud.  You basically allowing someone from outside your state to cast a vote.

Neither is illegal.  Nobody is being compelled to do anything nor prohibited from doing anything.  Ah, that's called freedom, as opposed to a Stalinist-like system of one party rule.

It is also unenforcable, so not really a contract.
