The Senate recognises that the need for fiscal prudence extends to government employees and representatives:

1.  No Atlasian Government Official shall be entitled to take any credit, deduction or other allowance against that Atlasian Government Official's income if any other Atlasian federal employee is not entitled to or phased out from taking such credit, deduction or allowance due to that employee's income.

2.  No Atlasian Government Official or other Atlasian federal government employee may receive any bonus or other non-periodical compensation of any type at any time during which the Atlasian federal government restricts or otherwise limits the ability of any Atlasian company to compensate its employees in any manner whatsoever.

I like the intent of the bill, but I must say I have a slight problem with Section 2.

Atlasia has perfectly legitimate reasons to limit compensation, even in private companies, if those companies are surviving on Atlasian tax dollars.

Otherwise I would agree with it.

I don't really see the point, and my vote will ultimately not come to pass, but I'd just like to say that if I were to support it, it would have to including striking Clause 2.

I reintroduced thie 'Money where the Mouth...' bill, much chastened.

I believe that that government had every right to limit compensation to private companies as you have stated especially if they are suported by federal funds. However I don't believe that if we are setting these restrictions then we should continue to reward federal employees with bonuses.

Federal government should not, even in good times offer bonuses; it creates a target driven culture in government that should not be necessary. It should be a culture of service, not competition. If bonuses are simply topping up low pay, then we should ensure that federal employees are fairly paid.

That's a convincing argument.

Perhaps we should simply ban bonuses entirely for federal employees? Smiley

I would be happy to support that depending on the figures; I'm concerned that bonuses may be given as an alternative to a fair pay deal for lower paid employees (Off topic- happens in my work over here!) Given that we have expanded the welfare state substantially their pay may be worth looking at in the next Senate.

Not only is it a fact, it's something that has slowly been happening, in fits and starts, for over a year.

Is Section 1 is saying than Government Official can't receive a credit or a deduction who is refused to a government employee because of his income?

I'm opposed to that, credit and deduction shouldn't be refused because some in the government are winning too much money.

If I may be permitted, Mr. President, I would like to propose an amendment before we proceed to a final vote.

The amendment I propose is to strike section 2 from the bill.

My apologies, but that would not be possible.

I can't in good conscience bend Senate rules and cancel the final vote on a bill for something when the bill went without debate for almost a week.

You are not bending the rules. We amended the OSPR to allow a vote to be halted. Marokai used it several times.

Granted, Fritz's amendment hasn't been offered yet, but the resolution doesn't saying anything about it having to "introduced" first. Tongue

And it appears there was clear intent to offer an amendment before the vote started.

Also its not as if the quere is busting at the seems and there is a need to clear the floor, is there?

Thank you, Mr. President.  In the interests of moving things along, I don't wish to have a lengthy debate on this amendment.  I would like to see the amendment voted upon expediently, so that we can proceed to a final vote on the bill.  I will simply state my intent to vote Aye on the bill if the amendment passes, and Nay if it fails.

We can vote on your amendment as early as 7:41 PM Eastern if desired, as long as someone calls for it without objection.
