Goebbels created the big lie theory of propaganda.  Tell a lie, make it huge.  Then keep telling it over and over despite all evidence to the contrary.  People will start believing the lie because it does not go away. 

It works because, as Hitler put it, "How fortunate for those in power that people do not think."
