Virginia is 40% larger than Maryland, so D.C.'s strength is comparatively more diluted, and Bush did win the state handily both times.

If we had more D.C. results, I'm guessing VA+D.C. would be perfect back to 1928.

This state would be pretty much impossible for any Republican to win. DC, Baltimore and PG County would override the rest of the state. It would be like how Cook County dominates Illinois politics, except Baltimore, PG, and DC would probably have an even stronger hold.

Updated with 2012 numbers.

Maryland's D swing overpowered D.C.'s R swing. It would be Obama's third best state, after Hawaii and Vermont.

Yep.  Even Kennedy-Townsend would have won the governors race there in 2002.

Same for Virginia+DC, with Obama hitting 53.97% to Romney's 44.45%.
