I would have told Cleveland to be quiet about lowering tariffs until after the election, and also I would have made sure that the Democratic Party had an active campaign organization in major swing states (NY, IN, CT, NJ, etc.) just to maximize Democratic vote totals there.

 I would have made him campaign in the important swing states.
