I think it has had white outmigration.

Yeah - 37% black in 1990; 46% in 2008, with an estimated 7.7% population drop from 2000 to 2008.

On the other hand, Prince Edward County is growing slightly faster than the state, and the white percentage is stable to slightly higher than in 1990.  It doesn't appear to be close to any large cities. What happened there is a 44.8%-43.5% George HW Bush advantage flipped to a 49.6%-48.8% Kerry advantage.  Hardly significant - and it could have been due to Perot taking more a few more votes from Clinton than Bush in that county for whatever reason.
