I think this is already covered by the HIV/AIDS policy bill enacted by the 22nd Senate which appropriates $60million to a similar programme. Could the Senator clarify?

Although that was for FY 2008, I see no reason to assume the funding hasn't been renewed annually. So holding an additional vote for presumably already approved funding seems like a waste of this body's time. If someone wants to introduce a bill cutting/eliminating funding for this program we can debate this issue then. In the meantime, I move to withdraw this proposal.
As a sidenote, this is another reason for reorganizing Atlasian law under a numerically codified structure by subject heading (criminal, health, public works, etc.) to give it some semblance of order. Presently the only way to reference current Atlasian law is to either: A) have been around when a law was passed (and remember it); or B) Review all 6-700 lines of the list of laws passed during each senate term looking for keywords in the title (which often aren't very informative of the act's contents).
This is a (very) long term goal of mine. Hopefully it'll fit in with some of the many reforms PS is proposing if he's elected.
