So, let me get this straight...
A citizen is banned for, let's say, a month. When he can finally post, he cannot rejoin the game. However, if Dave manually unbans someone, they can rejoin?

Its a crime because we can prove that the "same" RL person registered those accounts via IP address. Whereas If you have someone banned and they create a new account they are not considered the same person in Atlasia. You would have to ban people from creating accounts from that IP (which causes a problem) or in some other way change the language to get around this interpretation/precedent whatever you call it.

I am not an expert on these matters so I suggest you talk to someone who would know more about it.

As far as banned individuals coming back under new accounts, we have a registered voter that is widely known this is the case (Vane).  This bill has no language that would allow me to de-register him.

I don't know....like you said, its a difficult legal area, as the sock is considered a new person.

I suppose under current law, Vane could be tried for voter fraud.  To do this, the AG would have to prove that Vane is Hamilton- which, if it is done, gets him banned anyway, same as segwaystyle.

No actually he was banned for 60 days. The bill as I understand it would've banned him from re-registering under a new account for those 60 days, but he did have a valid registration after he returned.

Good bill too.
