Advice?  Take a moment to be serious.  What do you think should be done to drop unemployment?

My entire reason for entering this thread was to ask about where the money was coming from.  Do you guys have a surplus or will taxes have to be raised or programs cut to fund that bill?  Does the Midwest even have a budget?

The solution is simple, pass a bill that prohibits Atlasian Government officials from setting foot in the Midwest. Yelnoc will not be able to complete his unemployment report, and the Midwestern people will be content with bread and circuses. May that cause a civil war? Possibly, but who knows, that may be cool.

Midwest Revenue
Personal Income Tax 6%
Business Income Tax 12%

So great, now the region will collect more revenue.  That's also more money coming out of mid-westerners' pockets.  And this is to pay for the $120,000,000 in handouts?  You might want to look into how much money those taxes will actually raise and what obligations need to be paid.

As of now, I don't see any real reason for Midwest unemployment to decrease.

I have zero knowledge of MW legislative procedure, but can't we attach this as an amendment to the WHF Act?

Upper Personal Income Tax (over $300,000): 14%
Lower Personal Income Tax (under $300,000): 6%
Business Income Tax: 12%

That's fine and dandy but it doesn't really answer anything.

Amendments to the Offical Job Act
Resolved The Offical Job Act is amended by inserting the following clauses:
-All construction under this act shall use clean energy techniques, and all resulting buildings constructed shall be equipped to be run from alternative, clean energy.
-All work sites shall be required to be as environmentally friendly as possible.

In recognition of the said day, the Midwest government shall publish informational pamphlets, and produce programing, to better acquaint Midwesterners with the Islamic people, history, and culture, in an effrot to bring better understanding and unity to our region.
