Midwest Universal Alþing Standing Rules Act

1. The prodecure of debating and passing the proposals is as follows:
a. Citizen submitt the project to the proposal thread
b. In order of time when proposals were places, the Presiding Officer shall bring them to the floor
c. There is 24 hours, unless Presiding Officer decides on a request to extend this time, period for a debate and proposed amendments. If amendments are considered friendly, they're automatically attached to the project. If not, vote must be held.
d. Authors are free to withdraw the proposal at any momeny
e. After the debate vote is to be held and shall last next 24 hours, unless all citizens voted before or unless on a request of minimum three citizens the Presiding Officer decided to extend the time, which may not suprass 48 hours
f. Rules of voting: emoticon means aye vote, nay and abstention

2. Dual tracking rule
a. Only one project can be considered at the time by process of amending and voting
b. However, citizens may discuss at the time the next in line, but without amending and voting

3. Discipline (Teddy secition)
a. The Presiding officer shall be empowered to suspend citizen participation in debate (but not voting) for breaking the rules and unlury behavior

4. Absence
a. In case of the ican'tbelieveitwasn'tformerlyknownasverin declared leave of remaining offline for more than 48 hours, the already designated person, known as Presiding Office pro tempore of the Alþing, shall temporary preside
b. ican'tbelieveitwasn'tformerlyknownasverin is required to designate the Presiding Officer pro tempore

To provide a unified place to debate and pass propositions, etc.  It does seem to have spurred activity on.  We can have the pace we're having right now without disregarding those provisions; we'd just need to have multiple votes at the same time (just like voting booths), which I don't think would get too hard.

1. Citizens of the Midwest may register in regional parties in addition to federal parties.

2. On official ballots, all candidates shall be listed with their federal party first, followed by endorsements from any other federal parties, followed by the candidate's regional party, followed by endorsements from any other regional parties.

3. All official endorsements must be transmitted by a party official to the Governor prior to the opening of voting in order to be listed on the ballot.

Nah.  Wayyyyyy too underpopulated of an area.  Belle Fourche has presumably grown since we made it the capital, but even so, I'm not sure it'd be much larger than, say, a Jefferson City.

1. The Midwest claims the state now known as "Oceania" as its 12th state, Nirvana.
2. Should the Midwest gain sovereignty over Nirvana, the Midwest pledges to make Samoan and Chamorro official languages of the Midwestern Region.
3. The Midwest reminds Atlasia that it also claims the state now known as "New Mexico" as its 11th state, according to previous Irridentialist laws.
