I love and will support an idea.

However, after we almost experienced an anarchy after what Sewer did, I strongly insist to include a following amendment:

Althing shall also elect Deputy Prime Verin, who'll be in charge of presiding over the Althing and performing executive duties of Prime Verin, when Prime Verin is absent or otherwise unable to pefrom her/his duties. In a case of vacancy, Deputy Prime Verin shall become Acting Prime Verin, until new Prime Verin can be elected by an Althing.

Nah.  Wayyyyyy too underpopulated of an area.  Belle Fourche has presumably grown since we made it the capital, but even so, I'm not sure it'd be much larger than, say, a Jefferson City.

I thought maybe the two capitals should be connected.

The Midwest Alþing elect 5 members for a Constitutional Convention to draw up a new constitution.

This draft constitution must be adopted by a 2 / 3 majority in the Alþing.

To memorize the day of July 11, 1804, when Great Freedom Fighter, Colonel Aaron Burr, shot nasty troll called Alexander Hamilton to death, every July 11 shall be a work-free holiday within Midwest Region.

I like the real Alexander Hamilton. But I also like days off.

Since abolishing Althing simply won't happen (and, despite recent inactivity, I'm not a supporter of), but we badly needs to energize the region somehow, why not to try funny bicameralism?

House of Lolds Act

1. House of Lolds, or simply House, shall be a second branch of a Midwest legislature.
2. House shall consist three members, appointed by an Althing, and, ex officio, Deputy Prime Verin.
3. The period of service of a Lold shall be two months.
4. House shall oversee each passed bill in Althing, be able to amend it and resubmit to the body. All constitutional amendments must be ratified by the House.
5. House shall elect Lold Speaker, to preside over the body.
6. House shall pass it's own rules and code.

Giovanni Hates Guniea Pigs (as well as the Pacific) Act

I. Guinea Pigs are hereby declared to be enemies of the state.

II. All owners shall dispose of their pet guinea pigs by turning them in to the local Sheriff's department.

1. Neighbors who turn in citizens who are suspected of harboring guinea pigs can be eligible for a reward up to, but not exceeding $100.
 
III. Owners who do not comply are liable for penalties up to one year in jail, and a fine up to $100,000.

IV. The confiscated guinea pigs are to be dropped upon unsuspecting Pacific citizens from planes financed by the Midwestern government.
