1. Abolish unemployment via Althing act?
2. Secede from the Union and no Yelnoc will be allowed to write on our unemployment rate?

So, now that you're saying what would happen with these scenarios, can you give us any advice about what to do?
Advice?  Take a moment to be serious.  What do you think should be done to drop unemployment?

My entire reason for entering this thread was to ask about where the money was coming from.  Do you guys have a surplus or will taxes have to be raised or programs cut to fund that bill?  Does the Midwest even have a budget?

Midwest Revenue
Personal Income Tax 6%
Business Income Tax 12%

So great, now the region will collect more revenue.  That's also more money coming out of mid-westerners' pockets.  And this is to pay for the $120,000,000 in handouts?  You might want to look into how much money those taxes will actually raise and what obligations need to be paid.

As of now, I don't see any real reason for Midwest unemployment to decrease.

Upper Personal Income Tax (over $300,000): 14%
Lower Personal Income Tax (under $300,000): 6%
Business Income Tax: 12%

That's fine and dandy but it doesn't really answer anything.
