To the interim SOFE: what is the deadline for a Presidential candidate declaring for office?

It is my understanding that the deadline is tonight at midnight, going by Section 8, Clause 3 of the Consolidated Electoral System Reform Act.

The new constitution says this about when Presidential elections start:

That'd mean the earliest possible commencement is 00:00 on Thursday, February 9th, unless an amendment changed that.
