Teacher salaries have more to do with local cost of living than anything else. A teacher in California could not live off the money a teacher earns in Kansas, and the teacher's salary in California is, by Kansas standards, a fortune.

A big portion of that is the cost of property. Think about how expensive it is in San Francisco... compared to most of Kansas.

As for welfare, a lot of it isl about whose on the Senate Budget committee. The ranking Republican and Democrat in the 2001-2003 session , for instance, came from Alaska and West Virginia, respectively; coincidence that those two states received the most pork barrel per capita? Not likely! It's a bipartisan pigging effort.
