It's only September 1; according to the 2008 exit polls, only 60% of the electorate had made up their minds at this point. And that's after the presidential election being shoved down everyone's throats for 18 months.

Considering Onorato has done next to nothing, can't really see why he wouldn't be.

Also, in Pennsylvania, it's the rule of 8s... The office switches party every 8 years. I knew this was coming when Ed Rendell was first elected.
