Section One - The Regions and Nation.

A - The Nation shall consist of 5 regions. The Atlatnic, containing the provinces of Newfoundland and Labrador, Prince Edward Island, Nova Scotia, and New Brunswick. Quebec, containing the province of Quebec. Ontario, containing the province of Ontario. The Prairies, containing the provinces of Manitoba, Saskatchewan, and Alberta. The North West, containing the province of British Columbia, and the Territories of Nunavut, Yukon, and the NorthWest Territories.

B - The name of the nation shall be Canada.



Section Two - Executive Power

A - The Executive Government and Authority of and over the nation is hereby declared to continue and be vested in the Queen. The Queen shall be represented in the nation by the Governor General.

B - A Council known as Cabinet shall be formed to assist the Government in conducting it's duties. This council will consist of no more than 5 and no less than 3 members. These members shall be:
B1 - Prime Minister; With the sole responsibility to advise the Governor General and Queen.
B2 - Defensive and External Affairs Minister; With responsibility over Foreign and Military affairs.
B3 - Interior Minister; With responsibility over Health, Education, Immigration, Police, and Labour.
B4 - Justice Minister; With responsibility over legal issues, also serving as Attorney General.
B5 - Lands and Sea Minister; With responsibility over Agriculture, Fishing, and Natural Resources.

C - The Governor General shall also be known as the Game Master. The Game Master is responsible for providing the Senate and the nation with the necessary information to conduct debate and create legislation. The Game Master, at his discretion, shall provide information on wars, natural disasters, foreign events, and basic economic information including unemployment and inflation. The Game Master is prohibited from sitting in the Senate or any Regional House of Commons. The Game Master may also serve jointly as Chief Electoral Officer.

D - An agency known as Elections Canada shall be set up to oversee all voting in the nation at the Federal or Regional level. The head of this agency shall be the Chief Electoral Officer. The Chief Electoral Officer is prohibited from sitting in the Senate or any Regional House of Commons. The Chief Electoral Officer may also serve jointly as Game Master.


Section Three - The Legislature

A - There shall be One Parliament for Canada, consisting of the Queen, and a single assembly known as the Senate.

B - The number of Senators shall be fixed at 5, with one Senator being elected for each region of the country.

C - Each Region shall have a House of Commons that shall consist of no less than three members. The Premier of the Region is requires to have a seat in the House.
C1 - Should the region not have at least three people interested in sitting in the House, that House will be suspended and it's powers transfered jointly to the Premier and the Senate. Upon regaining a minimum 3 members, the House automatically resumes it's powers and duties.
C2 - Until such a time as regions can organize themselves, all interested members are automatically considered members of the House.
C3 - Until December 1st 2010, the Governor General shall discharge all duties normally associated with the Premier of the Region. On this date the newly elected Premier shall take office.
C4 - The Premier of each Region shall have of the powers of the Prime Minister; but limited to within their own Region and that Regions responsibilities.

D - At a vote of a majority of the senate, a referendum shall be called with the express purpose of increasing the number of Senators to 10. That referendum will ask voters if they wish to increase the number of Senators from 5 to 10, and will also ask voters if these new Senators should be elected on a nation-wide proportional basis, or, in each individual region. Upon passage or failure of said vote, this section of the Constitution shall be stricken from the record.




Section Four - Amendments

A - An amendment to the Constitution of the nation may be made by proclamation issued by the Governor General under the Great Seal of the nation where so authorized by
A1 resolution of the Senate; and
A2 resolutions of the legislative assemblies of at least three-fifths of the regions that have, in the aggregate, according to the then latest general census, at least three-fifths of the population of all the regions.

B - An amendment to the Constitution of the nation in relation to the following matters may be made by proclamation issued by the Governor General under the Great Seal of the nation only where authorized by a resolution of the Senate and of the legislative assembly of each region:
B1 the office of the Queen, the Governor General and the Prime Minister;
B2 the right of each region to have an equal share of all non-nationwide senate seats;
B3 an amendment to this Part.

C - An amendment to the Constitution of the nation in relation to any provision that applies to one or more, but not all, regions, including any alteration to boundaries between regions, may be made by proclamation issued by the Governor General under the Great Seal of the nation only where so authorized by resolution of the Senate and of the legislative assembly of each region to which the amendment applies.

D - The procedures for amendment may be initiated either by the Senate or by the legislative assembly of a region.




Section Five - Powers

A - The powers reserved to the Federal government prior to the introduction of this new constitution shall remain the same.

B - The powers reserved to the provincial governments prior to the introduction of this new constitution shall remain the same but be transfered to the regions.




Section Six - Voting and holding office

A - The term of a senator shall be 3 months. New terms shall begin on the following dates: November 1st, February 1st, May 1st, August 1st. General elections to the Senate shall occur at the same time except when By-Elections need to be called for individual vacancies.

B - The term of regional Houses of Commons shall be determined by each region. Until such a time, the terms shall match Senatorial terms.

C - The nation shall use First Past The Post for it's first Senate Election.

D - The nation shall use First Past The Post for all it's Senate Elections.

E - At the first Senate Election, three political parties are recognized. The Conservative Party. The Liberal Party. And the New Democratic Party. All members wishing to be elected to the Senate must be a member of one of these three parties. No other parties may be organized until November 2 2010.

F - All political parties are required by law to inform the Chief Electoral Officer of the name of that party's Leader.




Section Seven - Regulation

A - The Senate, and Regional Houses, retain the right to initiate Regulation to clarify and streamline unclear or vague processes in this constitution.





We would hold a Constitutional Convention to vote on all proposals. To get us moving, I will make the initial set of proposal from which we will begin. You can approve, amend, or veto any of these.



The Regions:

People will be allowed to move to wherever the chose, of course, but in the beginning I propose we encourage people to move to certain areas. I've done up a map below:


You can live wherever, but it is recommended you pick the areas outlined.

I'm sorry to seem like I'm not paying attention, but every player is automatically a member of the Parliament, correct?

And if the above is correct, are we in the Senate or House of Commons? Wink

I've shortened the Constitution:

REGULATION (May be changed by a simple majority vote of the Senate)

Prime Minister:

The Prime Minister shall be chosen votes in the Senate, with the candidate receiving the most votes being declared the winner. Should two or more candidates be tied, the current office holder, should he be among those tied candidates, shall win on the grounds that whenever there is no consensus for change, that no change shall occur. On the same grounds, members of Cabinet, in order of precedence, shall have the same right in such situations.

Should the above not be able to resolve any ties, the Governor General may hold a Referendum among the tied candidates to determine a winner.

We may or may not get enough for elections. Why don't we sim elections, that is, keep everyone interested in office until we can have enough people to really have elections.

I have a few ideas of interesting appointments. I'd pick people who are disparate in their views, as well as people who are not deeply involved in Atlasia offices.

I have a few ideas of interesting appointments. I'd pick people who are disparate in their views, as well as people who are not deeply involved in Atlasia offices.

I was just saying since we may or may not have the necessary numbers, simulated elections couldn't hurt. Just let me know when you're ready to start up. I'm not an expert on Canada, but I'm willing to give it a go.

I was going to suggest - on the topic of simulated elections - perhaps the GM could adjudicate how well the players in particular parties are performing (thus making party unity and discipline important) and translate that into the most up-to-date "polls" - and then using your Electomatic to come up with seat results - perhaps adding a slight random element of a percent or half a percent in each seat to determine the outcome of the election.

I had been working on a parliamentary election simulation that would work that way, but it's a long way off, and you've already got all the resources ready to use that here.
