Just make every Mondale county it's own state and stack the EV count.

Interesting how Carter's margin in Georgia could make up for his deficits in 7 surrounding states. Reagan really did luck out on his Electoral College margin - the seven closest states were all won by him. A uniform swing of less than 1% from R to D would have more than doubled Carter's EVs, a uniform swing of less than 1.5% would have more than tripled them. The map looks really blue but it wasn't really a landslide.

Hmm, another (less ambitious idea), inspired by your drawing together of Southern states and this thread of mine, what about using inter-state electoral compacts to gerrymander a Republican victory?

For instance, McCain pretty clearly won a majority in the Bush 04 states. So if the Bush 04 states voted afterwards to uniformly give their Electoral Voters to the plurality winner of all compact states, McCain would have won. For how many elections can you do this with (a) no hindsight, so you use the past election's results and (b) with hindsight, so you can design the compact in retrospect. Bonus points if you can create a contiguous zone or zones (it's generally easier for Republicans to do this).
