the judicial plan is



KS1: 67/31 JMC (was 69/30)
KS2: 53/45 JMC (was 55/43)
KS3: 50/49 JMC (was 51/48 O)
KS4: 59/39 JMC (was 58/40)

looks like any future Emporia/Manhattan KS1 candidate will have a stronger foothold in the Topeka market (applicable mainly to the R primary)
