How much affirmative action do recent immigrants and their children actually get

In discussing his opposition to the Dream act, a California congressman mentioned that all these potential new legal aliens and future citizens would , assuming they were non-European, qualify for different kinds of affirmative action programs.  I'm wondering just how much truth there is to that statement.   Also, in general, does it make sense for people who are immigrants or their descendents to qualify for these programs.  If they do qualify, doesn't that signify that the whole concept of affirmative action degenerates into a generic "reward for being non-white" program, instead of being in place to redress historic grievances and injustices from the US past?

Bear in mind, Affirmitive Action hurts Asians the most.
