I've finally started work on the old dream of mine of dividing Brazil into 250 or so single-seat constituency as part of an MMP electoral system (which is often proposed by advocates of electoral reform in Brazil). Thanks to Antonio who has given me the number of seats each state is entitled to under 3 different methods, I've chosen to divide Brazil into 256 (roughly half of 513) seats using the St Lagüe/Webster/Equal Proportions method. The nationwide pop/seat average is 742,000 but I've chosen to use each state's average pop/seat instead (with a 10% margin of error) - this is basically how Marleix did it in France.

I am using the brand-new 2010 census data everywhere I can, but since I am also trying to divide cities using infra-urban administrative districts the pop data there is old(er). Some cities have clear districts with clear populations, but places like Salvador seem to have no district boundaries with pop data anywhere which means it's gonna be a damn nightmare.

Anyway, here's what's been done thus far. 3 states will have at-large seats only.

Acre-1
Roraima-1

Amapa-1

TO-1 (Palmas/Tocantins Oriental) > 691,525
TO-2 (Araguaína/Tocantins Occidental) > 691,928

RO-1 (Porto Velho/Ariquemes) > 782.679

RO-2 (Guaporé/Leste Rondoniense) > 777.822

SE-1 (Aracaju) > 687,166
SE-2 (west) > 690,450
SE-3 (east) >690,415


red districts would more likely than not vote for the left, blue districts more likely than not for the right
