Now Cain says he is "definitely" forming an exploratory committee:

David Weigel quotes him saying the committee will be launched shortly after Jan. 1st:

Cain says that an exploratory committee is different from an official campaign, but in reality the distinction is paper thin.  An exploratory committee means you're able to do all the same things an official candidate does.  Heck, numerous Dems in the 2004 race (including Kerry) participated in presidential primary debates while they were still just in the "exploratory committee phase".  An exploratory committee means you're running.

Since Herman's forming an exploratory committee, I might as well do the same.  The only difference is I won't spend any money while he'll spen far more than he should just to get less than 1% of the vote.

I highly doubt Karger will be invited.  Cain is more of a tossup.  Both Steve Forbes and Morry Taylor were invited to the debates in 1996, so there's certainly a precedent for inviting candidates who've never held political office, and whose only experience is in business.

They don't necessarily have to come up with any kind of coherent principle for who to invite or not invite.  It's just up to whoever is hosting the debate, plus the candidates themselves, who can accept or decline invitations based on who they'd be debating against.  The other candidates are just not going to want Karger throwing bombs at them on gay rights issues.  If they have to come up with some kind of "reason" for not inviting him, they'll say that that's the only reason he's running.....to embarrass them on one particular issue.
