Why is there such a large black population out here in the exurbs? Seems like there likely was a historical black population while it was rural, which seems very odd for a place outside the south.

Because it is not an exurb. It developed industry independently. Blacks were drawn to jobs in steel industry.

Northern rural blacks aren't too rare in the areas outside Philadelphia.  Lot in Berks County along with a lot of Latinos in Northeast PA.  There are also a large number of rural blacks in South Jersey near Millville and Vineland for some reason.  Some of the Philadelphia suburbs also have black populations such as Norristown and Bristol.
