I would say yes seeing that he was a popular senator who was the unfortunate victim of a third party challenge in 08 along with a Democratic wave. Seeing that Dudley made it so close, someone with political experience like Smith would have won.

I followed this race, and it's important to remember that Dudley was a great candidate, solid at fundraising most especially with good name rec.  A version of Dudley that could actually address the issues and speak beyond bland platitudes could have won this race.
