I could see it being set in motion, but the Thatcherites and the Eurosceptics would tear any plan to shreds. Cameron'd be out before he could say "big, open and comprehensive offer".

It'd be near impossible to campaign as two parties in 2015. How could Cameron and whoever's leading the Liberals stand at that podium at the debates and attack eachother? They couldn't.
