So, he's considered the worst offender?

As far I as know (and I've not followed this much, so I might be wrong) the worst offenders who're being prosecuted are Elliot Morley and Lord Hanningfield. Presumably they'll both get more when if found guilty. One of the worst offenders of all (Bill Wiggin) is not being prosecuted, which is just disgusting.
