It's not in the Atlas, but the highest voter turnout in Philadelphia was 1987.  Wilson Goode vs. Frank Rizzo for mayor, also known as "The evil of two lessers."  What was interesting is that Goode was re-elected after having bombed part of the city, destroying a city block.

I live in the only city in America that both bombed itself and had a meeting of the Fraternal Order of Police meeting end in a riot.
