§ 1 A None of the Above Option shall be included on federal election ballots.

§ 2 Voters choosing to vote for None of The Above will not be able to preference any candidate.

§ 3 If none of the above wins more votes than the candidate with the highest number of first preferences, the election shall be declared null and void, and a special election for that seat shall be held in no less than two weeks and no more than three, where the None of the Above option shall be equally valid, as well as all the provisions in this bill.

§ 4 None of the candidates defeated against none of the above shall be permitted to run in the special election.

§ 5 Presidential elections will be unaffected by this act.

this is a good idea.  It will really help in elections where there aren't any good candidates, but what happens if no one declares for the special election?

What happens if no one declares for a regular election? There has been no need to legislate on that, so why would there be on this?

I support this bill.

A question, will NOTA be included in a hypothetical run off?

Sure, but that beged clarification, I'll edit the bill to reflect that.

I oppose this act and I will veto if it is passed. A "none of the Above" option is quite silly when you can either leave that part of the ballot blank or write in a candidate.

Having an aditional run off is a waste of time as well.

The entire point of a none of the above option IS having a runnof, if it would not be binding it would be stupid to try to implement it.
I will not withdraw this, I will go down with this ship if needed be.
I hope the senate does not cave in to this, and fails to pass a bill that is perfectly consensual and wanted by everyone.

Be careful, Mr. President, or 'None of the Above' could become a formidable opponent in February.

§ 5 Presidential elections will be unaffected by this act.

He's allways free to propose an ammendment to that. Smiley

I think I will.  None of the Above should be a viable option in any federal election on the Atlas Forum.

I hereby propose an amendment to strike section 5 from this bill.

I'd like to make a motion that this ammendment, and following the whole bill, be put to a vote, since it seems pretty consensual.

7/9 votes overrides the President's veto, this bill is passed.
Yes, but it will require a seperate vote to override.  If the President had waited a little longer to veto it, he could have ensured that any override would come too late for this bill to affect this weekend's election, tho, but given the often languid pace of the Senate, he might not have to worry about that anyway.

You don't even have to worry. KEystonephil will only open the vote after the election starts, or if he doesn't, he certainly isn't going to close it before it. They'll never let us have this in this election.

This has to be the most worthless and least thought out piece of legislation in the history of this government.  Mr. President, if you want to revoke this after the election, you have my vote.

So this is the environment we'll in the next senate, eh? Oh well, I can play that game too, but you wanted it.
