It wasn't ever really in doubt that Quinn would sign. The legislation was passed back in the lame duck session in December.

60% = civil unions
30% = some sort of legal recognition
Blue 30% = recognizes same-sex marriage performed elsewhere
Almost all of the blue states now. Just need PA, RI, MN and DE. Its probably not going to happen in PA or MI, though. Think of this map, outside of DE, RI and MN as "the new Democratic Party"

Well, Deleware and Minnesota are. There are doubts to what will happen in the others though as all the liberals move out of those states.

After it finishes winding its way through the federal courts, which could take until as late as 2013 if it goes to SCOTUS.
