Its like for awhile they were rapidly gaining a bunch of seats every 10 years

1920s 11 seats
1930s 20 seats +9
1940s 23 seats +3
1950s 30 seats +7
1960s 38 seats +8
1970s 43 seats +5
1980s 45 seats +2
1990s 52 seats +7

since then they've only gained one seat. In 2012, it will be the first time since 1922, that they aren't picking up any seats.

In the early 1990s, the recession hit Southern California hard. Especially Ventura, Los Angeles, Orange and San Diego Counties causing many to leave. Many people held white and blue collar jobs in the defense sector which was declining in the 1990s.

This was balanced out by the late 1990s boom which helped balance out net migration. Since the 1980s even, despite the state's left-liberal nature, we saw negative income growth for the poorest 10%.

However California's growth these days is mainly driven by immigration, while net domestic out-migration is increasing. More people would leave if they weren't tied down by their homes or negative equity.
