they take the census results for each state by voting age population and not population and divide accordingly? What do you think of the idea? How much would it affect the composition of the house?

voting age population is not the same as voting eligibility.  you can't determine voting eligibility from the current census since there's no question about of citizenship.  CA and TX would be most likely to lose seats either way. AZ and UT could as well.  FL and PA might gain. there would be fewer majority-minority districts for blacks and especially for hispanics on voting age alone, due to higher birth rates.

i hold to the view of representation as being on behalf of all people in a district and not merely of the voters, so i wouldn't be in favor of such a plan.
