I think the difference is between most peoples "um"s are actually sentences. The um is usually after one sentence and just used as a pause sound while the next sentence is thought of in the brain.

In between Sarah's "um"s are usually just random phrases.

It depends... for my roommate's senior project last year (my last roommate), I had to read through 100 speeches and interviews of Obama's.  Ususally, the transcripts would leave the "um"s out, but occasionally they'd be left in there, and there were times he used them a lot.

But hey, nobody's as bad as Tom Tancredo!
