I find this entirely unnecessary.  The Constitution already gives the Assembly the power to elect it's own leadership.  I see no reason to change this.  At the point that 3/4 of the Assembly want to remove the speaker, they could do so on their own.

Furthermore, section 5 doesn't make since, since we don't have a line of succession for the Assembly.
