Looks like this draw will be done by the courts doesn't it?  I guess the Dems figure that they win both houses that way. So who can blame them? So the Dems will get to Gerry the Congressional seats in 2021, unless there has been a rather drastic political change in NY in the next decade. Don't hold your breath. And there you have it.

Remember that most Democratic legislators would rather have incumbent protection than the majority. 

Also, Shelly Silver and Dean Skelos are capable of working together to pass anti-reform measures, and I'm not sure if Cuomo has said he'd veto it.

The Democrats in control in the Assembly are probably more against redistricting reform than the Senate Republicans
